What the July cut showed
OIP-38 lowered the base fee by 12% in July. In the month after, daily transactions rose 9% and fee income to validators fell less than 4%. Blocks stayed under half full, so there is room for more traffic.
What changes
The base fee drops by 12% at the first epoch after execution. Priority tips and staking rewards stay as they are. The research team will publish the same before and after figures one month later.
Risks we checked
Lower fees make spam cheaper. The fee still rises as blocks fill, so a sustained flood gets more expensive by the hour. The July cut brought no rise in failed or empty transactions.
